CASES
These cases can be used for discussions or assignments. They include cases specifically used in the Instructors’ Manual along additional cases that may be used instead of, or in addition to these. Several cases have suggested exercises/assignments, others may be used at the instructor’s discretion.
RICHARD, FOSTER CARE WORKER
Richard is working in a public child welfare agency in therapeutic foster care. Several of his ‘kids’ have been assessed by the University team of social workers, psychiatrists, and psychologists. Recommendations put forward by the team for one of the children—a fourteen-year-old boy---means returning the child to his mom who is recovering from cocaine and alcohol addiction. She has a history of getting into abusive relationships with men. Richard knows the boy loves his mom, but he has known the mother for years. Richard ignores the team’s report and is sure that keeping the child in the foster home (a good place he believes) is in the boy’s best interest.
Is Richard doing anything wrong? Is he behaving unethically?

POLICE RESTRAINT POLICIES IN THE US
Exercise:
With this in mind, divide the class into 2 groups. Have one group prepare an argument for the prohibition of choke holds by police departments in the US. The second group is to prepare an argument for allowing the use of choke holds by police departments in the US. Groups are to use the common morality framework along with relevant references from scholarly literature to back their argument.
Variations can be made in the exercise including having students research the different types of choke hold restraints and what conditions they might see them as allowable by laws and policies. The use of other types of restraints can also be used as debate topics including tasers, guns (or whether police should be armed with guns at all), or other strategies.
A similar debate is currently relevant that concerns the hiring of social workers within police departments. This assignment can be debated as a yes/no and would include scholarly references backing up the claims. This assignment might also be the development of policies and duties in the hiring of social workers in police departments.
ALZHEIMER EXPERIMENTAL DRUG STUDY
You are a social worker in an agency that serves elder community members, several of whom are in various stages of Alzheimer’s disease. Your agency has been asked to take part in an experimental drug study. The MEDTECH Corporation has developed an experimental drug that has shown promising laboratory results for arresting, and in some cases even reversing, the disease. The drug is limited in supply so only one individual can be selected from among the eligible participants. All of the eligible participants have been evaluated and have been designated as “good” candidates.
Assign a rank to each of the eligible candidates with the rank of 1 indicating the highest priority and rank of 6 indicating the lowest priority.
HARRY THE YOUTH SOCIAL WORKER:
WHAT CAN WE DISCUSS?
Harry works in an agency working with children and adolescents in their homes and community while they and their parents are under supervision from Child Protective Services. These clients have often not had very responsive parenting and often have many unmet needs emotionally, physically, socially, intellectually, etc. Agency policies prohibit Harry from talking with his clients about sex. His ongoing dilemma is what to do when one youth asks him to discuss something about sex.
Should Harry talk about sex with his clients?

Write an essay, five to six pages in length.
Apply the concepts of autonomy and paternalism to the Phan case. Would paternalistic actions on the part of the school social worker in this case be justified or unjustified?
If you were the school social worker, what actions would you choose to take? Back up your actions using one or more of the following concepts:
- Read the case.
- Define the concept(s) you are using.
- Discuss what you (as the social worker) would do in the case in relation to autonomy and/or paternalism and informed consent. You may use other concepts from readings and class discussion as well.
- In writing your paper, consider the following questions: Who is your client? Why do you believe this is your client? How does this impact how you would approach this case?
- Defend your actions based upon all the articles read and the discussion in class. This includes the deontological, the utilitarian, the rights arguments and Gert’s moral rules. You need not use all of them; just the ones you think are important.
The strength of the paper is not determined based upon the number of concepts you decide to use. In other words, if you choose only confidentiality, you are not penalized. We are looking for a good discussion, good analysis and strong arguments. This is your chance to use critical thinking skills.
